According to the “Measures”, restaurant operators express the weight of the dishes to the customers before meals and recommend that customers reasonably coordinate dishes; guide consumers to order foods reasonably and avoid waste; and consumers should order food reasonably according to the number of people who eat and avoid waste.

Set a minimum spending penalty

The "Administrative Measures" stipulates that business operators must not set minimum consumption terms or disguise the minimum consumption clauses in ways such as inter-packet expenses and bottle-opening fees. Violations of this provision shall be ordered by the relevant government departments to be corrected and a fine of more than 1,000 yuan but less than 3,000 yuan shall be imposed.
