Reporter: On July 12, 2006, you began to assume the post of Dean of the Second Affiliated Hospital of Nanjing Medical University (herein referred to as "Second Affiliated Hospital"). Now it has been six years. In the meantime, the development of the Second Affiliated Hospital can be described as "a rapid development." What do you think is the driving force behind development?

Lu Xiang: This is mainly due to the fact that our hospital has adhered to the people-oriented principle in its work. People-oriented, has always been the gist of the leadership of the country, of course, is also the internal driving force of hospital development. Therefore, in our work, we attach particular importance to the role of the medical staff in the ownership, pay attention to the potential of each individual, fully rely on the people, and truly believe in the people.

Each management idea of ​​the hospital and the implementation of each management measure maximize the participation of all employees in the hospital, listen to the voice of each employee, respect the ideas of each employee, and make every employee feel that he is The true owner of the hospital and the development of the hospital are closely related to itself and connected with each other, so they actively care about the hospital and actively invest in hospital construction.

Reporter: It should be said that Nanjing is a city with relatively rich medical resources. How can the Second Affiliated Hospital seek to develop in the old city where medical resources are gathered and seize the high ground in the market environment?

Lu Xiang: As a public hospital, it must clearly define a basic position, that is, it must first meet the common people's needs for common and frequently-occurring diseases. The hospital should provide appropriate technology, not too expensive or too outrageous technology, and do not let the nearby people seek to improve.

If ordinary people live in the vicinity of the Second Affiliated Hospital, they must also visit other major hospitals in the city. This is a mistrust of our hospital. This is the dereliction of duty in our work. Of course, hospitals should also have their own technical characteristics, and must have their own strengths and characteristics, such as gastroenterology, blood purification, pediatrics, obstetrics and gynecology, neurology, and gerontology in our hospital.

The transformation of the hospital environment can not be ignored, at least to allow patients to go to the hospital for treatment, feeling that the gap between the living conditions at home is not too great. Because people now have air conditioners and televisions for almost every household, if the hospital does not have these conditions, how can patients be satisfied? Lu Xiang: It must be a culture. It is a spiritual connotation. I think that a good hospital must have a good culture, and a good culture comes mainly from medical personnel. Medical personnel demonstrate the cultural atmosphere of the hospital through personal performance. Therefore, hospitals should put the quality of medical personnel in an important position.

Reporter: In your eyes, what kind of doctor is a good doctor?

Lu Xiang: I think as a good doctor, we must first be a good person, a noble person, and a sentimental person. Because doctors face people, you need to understand the patient's pain and understand the patient's psychology.

Every patient wants to see the disease earlier. Before he sees a doctor, he may go online and look up the disease. Therefore, I often ask our doctors and staff to read more and accept all aspects of knowledge, such as law, literature, religion, and history. Doctors also need to have a good humanistic quality. When communicating with patients, they must be polite and courtesy to obtain the trust of patients.

On the surface, these requirements may only improve the personal qualities of doctors. In fact, they serve the cultural construction of the entire hospital.

Reporter: Recently, Beijing Friendship Hospital has begun to separate medical trials, cancel drug additions, registration fees and medical treatment fees, and collect medical service fees. This behavior has caused widespread discussion in the community. What do you think of the cancellation of drug addition?

Lu Xiang: This practice of the Beijing Friendship Hospital is also one of the ways the country carries out new medical reforms. Of course, no matter what kind of reforms are adopted, the ultimate goal is to allow public hospitals to provide ordinary people with good services.

The removal of the 15% mark-up in hospital medicines is a useful measure to increase government input and reduce the burden on hospitals. However, if all hospitals in the country take away 15% of their drug bonuses, all of them will be subsidized by the government. I think This is not a small sum of money. The government may not be able to take it all out. Therefore, I feel that the removal of drug add-on measures is not the only way to truly benefit ordinary people.

I would rather think that the state can establish a basic medicine system to standardize the ideas and concepts of medical treatment from a deeper level, because it is not just a matter of drug prices, but also a problem of scientific treatment and rational use of medicine. Through the establishment of a basic drug system, it is possible to allow some drugs that are really valid after long-term demonstration and whose price is not very high and which the ordinary people can afford to enter into the basic drug list, so as to ensure that ordinary people can use good medicines when they use drugs. Reasonable drugs eventually achieve the ultimate goal of early cure of the disease.

Reporter: However, some people worry that after the hospital cancels the drug addition, it will raise other costs.

Lu Xiang: There is no need to worry. No hospital will increase the price of any service. Because the price of each service in the hospital must be approved by the local price department, if the hospital raises the price casually, it will face severe penalties.

Reporter: In May this year, the Ministry of Health announced the “Administrative Measures for the Clinical Application of Antibacterial Drugs” to further strengthen the clinical application and management of antibacterial drugs in medical institutions to ensure medical quality and medical safety. What measures does the Second Affiliated Hospital have in this regard?

Lu Xiang: We will continue to do a good job in the day-to-day work of the hospital's "Management Leading Group and Management Working Group for the Special Remediation of Clinical Application of Antimicrobial Agents." Specific details, such as hospitals and departments, departments and doctors have signed the responsibility of the rational use of antibiotics on the basis of urging each physician to implement the individual to sign the contents of the responsibilities, and included in the department's comprehensive target assessment and individual assessment of the doctor's total score .

This year, the hospital will strive to achieve the following indicators: the use of antibiotics in hospitalized patients shall not exceed 60%, the proportion of antibiotics prescribed in outpatients shall not exceed 20%, and the use intensity of antibacterials shall strive to be controlled below 40DDD.
