In order to further strengthen medical beauty management, ensure the quality and safety of medical cosmetology, and safeguard the legitimate rights and interests of the broad masses of the people, we hereby notify you of the issues related to strengthening medical cosmetology management as follows:

First, strengthen the management of beauty medical institutions Local health administrative departments at all levels should strictly follow the "Regulations on the Management of Medical Institutions" and its implementing regulations, "Measures for the Management of Medical Cosmetology Services," and "Administrative Measures for the Checkup of Medical Institutions," and other related regulations, and set up examination and approval. Checking the beauty medical institutions, under the same conditions, priority shall be given to the examination and approval of the beauty medical institutions organized by social capital.

Second, to strengthen the management of medical cosmetology practitioners The provincial health administrative departments should strictly follow the "Medicine Cosmetology Services Management Measures" to carry out cosmetic attending physicians, medical beauty care management. The provincial health administrative department that has not yet carried out the management of beauty attending physicians should carry out or commission an intermediary organization to carry out the identification of cosmetic referring physicians as soon as possible, and strengthen management.

Third, to strengthen the management of medical cosmetology projects The local health administrative departments at all levels shall verify the scope of their practice according to the different levels and categories of cosmetology medical institutions and the “Category Catalogue of Medical Cosmetology Projects” (Guardian Health Medical Development [2009] No. 220). For medical beauty projects that go beyond the scope, they must be dealt with according to laws and regulations.

Fourth, to strengthen the management of medical beauty ads Beauty medical institutions to publish medical advertising, should be in accordance with the "Advertising Law" and "Medical Advertisement Administrative Measures" and other relevant provisions of the approval process. Those who fail to obtain approval for the release of medical advertisements, false propaganda or exaggeration of curative effects must be dealt with in accordance with laws and regulations.

V. Strengthening Information Management of Cosmetic Medical Institutions Local health administrative departments at various levels shall, in conjunction with the informationization of the management of medical institutions, record relevant information of the beauty care institutions in a timely manner into the database. Where conditions permit, relevant information of the beauty medical institution should be disclosed to the society and accepted by the public.
